Disability and Higher Education in Austria

For students affected by a chronic illness and students with a disability, there are representatives („Behindertenbeauftragte“) or institutions / centres „integrated study“ („Integriert Studieren“ – support services for chronically ill and disabled students) which provide counselling and support in terms of adapted study materials, adapted study administration / framework, questions concerning exam conditions and assistive technologies.

These services are free for degree programme students and may vary according to the type of disability / support needed and support possibilities at the different higher educational institutions. The appointment of a representative for disabled or chronically ill students and/or an “integrated study” centre is a decision for each institution, and not yet part of the formal (federal) legal framework.

In October 2008, the tuition fee (363,36 €) for degree program students enrolled in a public university was suspended for the foreseen period of study (including extensions for students with a recognised disability). Students only have to pay the so called ÖH-Beitrag (under 20 €) for being a member of the Austrian Students Council and a compulsory insurance fee. After the formal period of study (including any extension), the tuition fee has to be paid.

At some universities, students with a formally stated (“Behindertenpass”, issued by the federal social security office or equivalent foreign document) degree of disability above 50% are admitted to study free of charge. Again, it is important to get in touch with the respective institution to get up-to-date information on this issue.

In case of problems or further support needed (in terms of counselling or support in difficult circumstances or problems concerning studying, learning or exams), students may contact the Austrian students counselling service („Psychologische Studentenberatung“).
