| Clarification of Public - Private sector education |
Public education: the educational settings belong to the State. All the funding (including teachers’ salary – they are civil servants) is provided by the State. This schooling is totally free of charge. The majority of the Spanish pupils/students are educated in this sector.
Private education: the ownership of private educational establishments is held by a private organisation or legally eligible person. There are two kinds of private schools:
Private schools: Parents pay for their children’s education.
Subsidized private schools: Private establishments that subscribe agreements with the Administration that finances this education. |
| Legal Definition of SEN |
Pupils with SEN are those who require either in a specific period of their schooling or throughout their lifetime - and particularly when referring to the assessment - specific support measures and specific educational attention either by having physical, intellectual needs or by showing severe emotional and behavioural difficulties. Those pupils/students have specialised attention according to non-discrimination and educational normalisation principles and with the purpose of achieving their integration.
The educational administration provides for them precise support since the beginning of their schooling or since their needs are detected.
Pupils with SEN are schooled in educational settings provided with the specific resources. The schooling forms, according to the pupils’ characteristics are:
- Integration in ordinary settings
- Schooling in specialised classrooms within ordinary settings
- Schooling in special education settings (called “specific”)
- Schooling in combined settings.
The schooling of those pupils in ordinary settings begins and ends at the same time as their peers in compulsory education:
- Primary education: 6-12 years aged
- Secondary education: 12-16 years aged (until a maximum of 18 years old)
It also includes parents’ counselling for the necessary co-operation between school and family. Exceptionally flexibility within the schooling period can be authorised in compulsory education.
Pupils with SNE are proposed to be schooled in Special School settings (specific) when, as a result of the Psycho-pedagogical assessment, it is advisable that the pupil requires and will require through their schooling Significant Curriculum Adaptations in almost all curriculum subjects or the materials and human resources provision so uncommon within the ordinary settings, and when overseen also, that in those settings their adaptation and social integration will be reduced.
The schooling age limit to stay in these Special Schools is aged 21 years.
Within the Special Education the stages are:
- Compulsory Basic Education: it lasts 10 years (from 6 to 16)
- Adult life transition programmes (from 16 to a maximum of 21).
