Rights of children with special educational needs
The Finnish comprehensive school system is municipal. All children are subject to compulsory
school education with no exemptions. Every citizen has the right to basic education free of
charge.

It is incumbent upon the municipality to provide comprehensive school education for all children
of compulsory school age living in their territory.. Failing this, it is the municipality's
responsibility to make provisions for all children to receive instruction corresponding to regular
comprehensive school.

The municipality must fulfil this obligation in co-operation with other municipalities or by using
other educational institutions and organisations like, for example, state owned special schools.
