	The central and local offices of the Ministry of education are funded from the State as are staff salaries, training costs (initial and in-service) and teaching resource costs. Funds are then usually delegated directly to schools whose school councils decide upon resource priorities and allocation. Regions have particular powers and are able to delegate powers regarding, amongst other things, school building maintenance, training and guidance, vocational education and school transport. Technical and vocational schools have additional resource allocations for technical purchases. Universities are funded directly from the Ministry concerned.
