Initial identification of special educational needs - Czech Republic

The School Act is based on equal access to education. The Act guarantees pupils who can not benefit from the regular process of education, the applied principle of individual approach, differentiation, special provisions and support. The main group of such “endangered” pupils are pupils with special needs.

Pupils with special needs have to first and foremost be identified so that they can obtain the access to and can benefit from specific support. According to the School Act, the pedagogical counselling centres and special educational centres are responsible for identifying the special needs of a pupil. This procedure is a kind of “referral” to special needs education for such a pupil and gives access to specific pedagogical (special pedagogical) support and provisions available for a pupil with special needs.
