On average, pupils in Croatia finish school at the age of 14. However, the obligation of elementary education exists until the age of 15. Therefore, a certain number of 15-year-old pupils may still be in ISCED 2, but there is no definite data.

Therefore, data from the Croatian Bureau of Statistics is used. The discrepancy of more than 1% between Question 1 and Question 2 is mainly due to different data sources.
