EUROPEAN AGENCY STATISTICS ON INCLUSIVE EDUCATION (EASIE)

2020/2021 school year Country Report – Switzerland

The European Agency Statistics on Inclusive Education (EASIE) activity collects data on all children/learners in compulsory education and participation in inclusive settings.

Officially nominated data collection experts from the participating countries complete data tables on:

  • children/learners in recognised forms of education;
  • children/learners educated in inclusive settings;
  • the placement of children/learners with recognised special educational needs (SEN) in inclusive settings or otherwise.

The data tables are available at www.european-agency.org/data. Statistics are always supplemented by descriptive country background information.

This individual country report is a collection of an agreed set of indicators calculated on the basis of the data tables focusing on the 2020/2021 school year.

It aims to inform national policy- and decision-makers working in the field of inclusive education on learners’ rights issues and informs debates on equity and participation in inclusive education.

The Annex presents the questions used for data collection.

This report includes data on International Standard Classification of Education (ISCED) level programmes:

  • ISCED level 02 programmes (ISCED 02) – pre-primary education
  • ISCED level 1 programmes (ISCED 1) – primary education
  • ISCED level 2 programmes (ISCED 2) – lower-secondary education
  • ISCED level 3 programmes (ISCED 3) – upper-secondary education.

This country report contains two indicator tables including gender and ISCED level breakdowns:

  1. 1. All children/learners (Indicator Table 1)
  2. 2. All children/learners with an official decision of SEN.
    1. 2A. Distribution of placements of children/learners with an official decision of SEN, based on the overall enrolled school population (Indicator Table 2A)
    2. 2B. Distribution of placements of children/learners with an official decision of SEN, based on the overall population of children/learners with an official decision of SEN (Indicator Table 2B).

NA indicates the question/issue is not applicable or is irrelevant to the country.

NC indicates the total cannot be calculated.

The indicators linked to the data provided in Data Table 1 focus on all children/learners. They give insights into the enrolment and education of all children/learners.

Indicator Tables 2A and 2B: All children/learners with an official decision of SEN

The indicators linked to the data provided in Data Table 2 focus on all children/learners with an official decision of SEN.

The indicators provide three areas of insight into the enrolment and education of children/learners with an official decision of SEN.

The first indicator (2A.1) presents the identification rate of children/learners with an official decision of SEN. This is a standalone indicator.

Two sub-sets of indicators examine distributions of placements of children/learners with an official decision of SEN:

  • The first sub-set of indicators (2A.2–2A.8) presents the distribution of placements of children/learners with an official decision of SEN, based on the overall enrolled school population data provided in Data Table 1. There are seven main and four associated indicators in this sub-set.
  • The second sub-set of indicators (2B) presents the distribution of placements of children/learners with an official decision of SEN, based on the overall population of learners with an official decision of SEN data provided in Data Table 2. There are six main and four associated indicators in this sub-set.

  1. All children/learners data taken from Data Table 1.
  2. All children/learners with an official decision of SEN data taken from Data Table 2.
