Cross-sector collaboration and governance in inclusive education systems

Learners’ educational opportunities and life chances can be shaped by many factors, both inside and outside the education system. As such, cross-sector collaboration at all levels – between ministries (education, social, health and others), regional- and local-level services and disciplines, including non-governmental organisations and schools – is essential to ensure all learners are given the opportunity to fulfil their potential.

Two of EASNIE’s Thematic Country Cluster Activities are currently exploring this crucial topic: Advancing Collaboration in Education (ACE) and Collaborative Action for Inclusive Education (CAFIE). Both activities are centred on collaboration, but ACE focuses on implementing cross-sector working at national level while CAFIE looks at cross-sector working at all system levels to implement inclusive education policy.

The two activities have worked together to develop a background paper, which highlights relevant trends and needs in cross-sector work for inclusive education. It offers models and tools for implementing cross-sector work and practical examples of cross-sector collaboration.

To progress the two activities, the paper also includes key questions on identified needs in relation to cross-sector work for inclusion. The policy-makers and practitioners involved in the activities will further explore and discuss these questions when developing the activities’ next steps and outputs.
