A framework for system improvement is an integrated set of policies, activities and procedures in a continuous improvement model that brings together the elements of school-level monitoring and evaluation with policy and practice at regional and national levels in countries to inform system and school improvement while also holding key stakeholders to account (based on EASNIE, 2024b, pp. 6–7; European Commission: Directorate-General for Education, Youth, Sport and Culture, 2015).
