Including learner input in a white paper on child and youth culture

About:

As part of a report called ‘Barn og unges stemmer - Kunst og kultur’ (or the ‘BUSK report’), the Norwegian Ministry of Culture aimed to develop a white paper on arts and culture for children and young people. Involving children and young people from all over the country was an important part of this effort. Ministry stakeholders went around the country to gather information from approximately 1,000 learners aged 3–19. To accomplish this, the Ministry co-operated with primary, lower-secondary and upper-secondary schools, as well as kindergartens, municipal arts and culture schools, youth organisations, children’s festivals and other events.

Outcomes:

The BUSK report and white paper presented 23 measures that children and young people believe would benefit them in the field of the arts and culture.

Key element(s) of the VIA Framework:

This example especially reflects AUDIENCE. The Ministry made significant efforts to responsibly obtain information from children and young people across the country in various contexts. This is an effective example of meeting participants where they are, in environments that are natural and relevant to them.
