Teacher Professional Learning for Inclusion: An Analysis of Country Policies in Europe

This report is the main output of phase 1 of the Teacher Professional Learning for Inclusion (TPL4I) project. Phase 1 aimed to identify the policy elements and framework needed to ensure all teachers, at each stage of their career, are prepared for inclusive education.

Using the TPL4I Policy Self-Review Tool, 26 Agency member countries mapped their teacher professional learning (TPL) for inclusion policies. This report analyses the policies in different national contexts. It illustrates how policy for TPL for inclusion is implemented and identifies key issues and challenges for policy-makers and providers of TPL for inclusion.

The report links the findings to the Agency’s ecosystem model of inclusive education systems and to the Profile of Inclusive Teachers in order to understand the challenges for TPL for inclusion. It offers recommendations for future policy development on TPL for inclusion, linked with a wider inclusive education policy framework.
