This Structural Reform Support Programme (SRSP – predecessor to the Technical Support Instrument) project ran from 2019–2021. In the project, EASNIE supported the implementation of measures to promote more inclusive and equitable learning opportunities for all learners in two regions of the Czech Republic – Karlovarský and Ústecký.
The Czech Republic identified growing disparities in educational opportunities across the fourteen Czech regions. Differences in educational outcomes for learners were identified as starting as early as in primary and lower-secondary education. The Karlovarský and Ústecký regions had particularly high disparities in education compared to the rest of the country.
The general aim of the project was to contribute to institutional, administrative and growth-sustaining structure reforms in the Czech Republic.
The specific objectives were to:
- support the national authorities in enhancing their capacity to formulate, develop and implement reform policies and strategies and in pursuing an integrated approach ensuring consistency between goals and means across sectors;
- support the efforts of national authorities to define and implement appropriate processes and methodologies by taking into account good practices in and lessons learned from other countries in addressing similar situations.
Outputs and deliverables
The Final Recommendations and Proposed Priority Action report presents the final recommendations and key priority action for promoting a more inclusive and equitable education in the Czech Republic.
The three annexes to this report (available as Word files) present a synthesis of feedback on the draft recommendations, additional resources and Czech examples to inform the recommendations.
Country examples
Several country examples were also collected as part of this SRSP project. These contributed to peer-learning activities (PLAs) which took place during the project:
- PLA on Governance and Financing: A stimulus discussion paper was prepared for a PLA on 18 June 2021 to explain governance, funding and financing of inclusive education in the Czech Republic. Extracts of the paper are available in English and Czech.
- Development of specific support strategies for learners with a Roma/Traveller background in Ireland: A discussion paper presenting information about Traveller, Roma and migrant education policy and support was prepared for a PLA on 23 June 2021. It is available in English and Czech.
- Developing positive teacher attitudes towards learner diversity and inclusive education in Germany: This discussion paper was prepared for a PLA on 25 June 2021. It shares information on the Inclusive School Alliances in Hessen and the counselling team in Frankfurt, a certificate course for teachers in Saxony, and an example of a qualification course on inclusive education in Thuringia. - Engaging stakeholders in policy implementation work in Poland: A discussion paper was prepared for a PLA on 28 June 2021. It describes the process of developing and implementing policies following the ‘Supporting the improvement of the quality of inclusive education in Poland’ SRSP action.
