Multicultural Diversity and Special Needs Education

This report from 2009 summarises the analysis conducted by the Agency, at the request of member country representatives, on the topic of special needs education and multicultural diversity.

It aimed to respond to three key questions: 

  • The extent to which second language learning issues are linked to and confused with learning difficulties
  • How the abilities and needs of pupils with an immigrant background are assessed
  • How best to support teachers, families and pupils.

During the three-year project, national experts from 25 European countries were involved in collecting and analysing country information. Their collective work led to some very interesting initial responses to these questions. As this was the first attempt to compile this type of information at the European level, many more issues emerged and more questions were asked than answers given. This first analysis and overview will hopefully open the door to further investigations into this topic.
