This report from 2009 summarises the analysis conducted by the Agency, at the request of member country representatives, on the topic of special needs education and multicultural diversity.
It aimed to respond to three key questions:
Project experts from 25 countries provided information about the situation in their country for the Multicultural Diversity and Special Needs Education project. The country reports have been prepared by the experts based on a questionnaire for this data collection purpose.

The Multicultural Diversity and Special Needs Education project analyses the connection between special needs education and immigration. It involved 25 European countries between 2006 and 2008.
Development of a set of indicators – for inclusive education in Europe presents the main findings of the Agency project on Indicators for Inclusive Education from 2008/2009. The project involved 23 European countries.
The Agency's special needs education (SNE) data collection is a biennial exercise, with data provided by the Representatives of the Agency member countries. In all cases, this data is from official ministerial sources.
All data refers to pupils officially identified as having special educational needs (SEN), as defined in the country in question. All the data presented in this document has been collected in line with each country’s own legal definition of SEN. These definitions are also provided in the texts.

On 17 September 2007, the Agency, together with the Portuguese Ministry of Education, held a European Hearing entitled ‘Young Voices: Meeting Diversity in Education’. The event took place within the framework of the Portuguese Presidency of the Council of the European Union.
Young Voices: Meeting Diversity in Education presents the results of the European Hearing of young people with special educational needs that the Agency and the Portuguese Ministry of Education organised in 2007.
The European Parliament Hearing of young people with special educational needs took place in Brussels on 3 November 2003. The Agency organised it with the support of the ministries of education in its member countries and the European Commission. It was one of the major events within the framework of the European Year of People with Disabilities.
Twenty-three country delegations, with 146 representatives, participated in the event. The country delegations included 72 young people with special educational needs.
