In this Structural Reform Support Programme (SRSP – predecessor to the Technical Support Instrument) project, which ran from 2019–2021, EASNIE supported the development of new legislation to improve the quality of education for all learners in Poland.
The work of this phase two project built on the final recommendations from the phase one project, ‘Supporting the improvement of quality in inclusive education’. In phase one, EASNIE developed 16 recommendations and four priority actions for the Polish education system to take forward.
Activities
Following phase one, a draft with eight areas of assumptions was proposed to underpin the new education legislation in Poland. Stakeholder feedback was collected on the draft assumptions through a series of three in-person regional consultation meetings, a round of nine online regional consultation meetings with 26 groups across the meetings, a learners’ meeting, a Ministry working meetings and a web-based consultation on the possible social impact of the assumptions.
Outputs and deliverables
The feedback from all stakeholder consultation activities was used to prepare the final proposed assumptions for the new education legislation. An extract of the assumptions is also available in Polish.
Country examples
Several country examples were also collected as part of this SRSP project. These contributed to peer-learning activities (PLAs) which took place during the project:
- A curriculum for all learners: This discussion paper was prepared for a PLA on 5 July 2021 in Greece. It aims to provide a framework for discussing some key issues to consider when designing a curriculum framework and related assessment arrangements. It was also used to support discussions at a stakeholder meeting in July 2021. It explores the elements that should be included in a coherent curriculum, how can the curriculum be made flexible to provide for all learners and the features of an inclusive assessment framework. - The Learning Outcomes Framework in Malta: This discussion paper was prepared for a PLA on 7 July 2021 in Malta. It gives a brief overview of Malta’s National Inclusion policy, which was launched in 2019 and enhanced in 2021. It goes on to discuss the introduction of the Learning Outcomes Framework, which was based on a shift from teaching to learning through a learner-centred approach. - Legislative developments in Greece aiming to prepare all learners for transition to adult and working life: This discussion paper was prepared for a PLA on 12 July 2021 in Greece. It describes the stimulus or rationale for the legislative change, the implementation and the development of the policy in Greece. It is available in English.
- Monitoring framework for inclusive education in Serbia: This discussion paper was prepared for the PLA on 14 July 2021 in Serbia. It presents legislation developments in Serbia, as well as the Monitoring Framework for Inclusive Education as a specific example of quality assurance and monitoring work.
