The crisis highlighted pre-existing inequalities in education and provided a reason for systemic change in education worldwide.

The Multi-Annual Work Programme 2021–2027 presents the Agency’s long-term priorities.
It provides a framework for the work that is planned for the seven‐year period from 2021 to 2027. It describes the activities that will be implemented in order to meet the Agency’s member countries’ agreed requests while directly supporting European Union-level policy goals and initiatives. 

The issue of learners who are out-of-school and not in any form of education was identified as a priority for investigation within the context of the European Agency Statistics on Inclusive Education (EASIE) work.
